FDR comes from that wash of set break music that you hear as the disc "Local Band Does OKlahoma" starts up, and the style of jamming that Umphrey's was somewhat attempting during that first jam (aka, to try and sound like theNEWDEAL). Browning, being the poli sci dork that he is, calls the jam "FDR" because he was the one who created The New Deal back in 1933 thus helping our country get out of the Great Depression.
Like "Wild Brumby" and "Siddhartha", "FDR" is a one-time jam, creatively-named for release on an album. You likely won't hear it anywhere else...
